[Amos 20] CFA with uncorrelated factors?

Hello,

Is it okay to run a 2 factor confirmatory factor analysis if the factors don't correlate (both theoretically and statistically)? If so, would I set the covariance between them to zero? Or just not include the bidirectional arrows between the two factors?
